Trinidad and Tobago clears remote gambling order, licensing promised by January

In short

Trinidad and Tobago's Parliament approved the Remote Gambling Order, 2026 on 30 September (House) and 2 October (Senate), removing the offence for locally based operators serving customers abroad. The licensing and payments framework is not yet in place; the government is aiming for 1 January 2027.

Why it matters in South Africa

Trinidad and Tobago is not a market South African players will use, but it is another jurisdiction opening a route to licensing remote gambling operators. Many casinos that accept South African players hold offshore licences, so each new licensing hub changes where those operators may be based and what oversight they face. It is a reminder that a licence somewhere else is not a South African licence: no operator holds one for online casino games here, and accepting South African players is not the same as being licensed in South Africa.

What Parliament approved

The Minister of Finance made the Gambling (Gaming and Betting) (Remote Gambling) Order, 2026 on 15 September 2026. Under section 76 of the Gambling (Gaming and Betting) Act, 2021, it is an offence to do anything in Trinidad and Tobago, or use remote gambling equipment there, to invite or enable a person in a prohibited territory to take part in remote gambling. Section 76(2) lets the Minister amend that section by order, but only if Parliament approves it by affirmative resolution.

The Parliament's own motions page shows the House of Representatives approved the order on 30 September 2026 with 33 votes for and none against. The Senate approved it on 2 October 2026. The effect is to remove the prohibition so that operators based in the country can offer remote gambling, including to customers abroad, once licensing is in place.

What the government says comes next

Trade press reporting on the debates says ministers argued that prohibition had not stopped people gambling online, and that bringing activity into a licensed system could bring in tax, jobs and foreign exchange. It also reports that the Attorney General expects the remaining administrative provisions, including licensing for local and foreign operators, to be in force on or before 1 January 2027, with the Gambling Control Commission working with the Central Bank on payments.

  • Licensing rules for local and foreign operators are not yet operational.
  • Digital payment integration and licensing for electronic money issuers are part of the plan.
  • An opposition senator questioned how fast the order moved and how licensing would work.

Those details come from a CasinoBeats report, which we have not been able to match against the Hansard transcripts, so treat the timetable as the government's stated aim rather than a confirmed schedule.

Why it matters to South African players

The order does not create a market for South African customers and nothing in it changes what is legal here. What it shows is the direction of travel for smaller jurisdictions: legalise the licensing of remote operators, then compete for them. For a South African reader choosing where to play, the question stays the same. Check where an operator is licensed, what that regulator can actually do for a complaint, and remember that no South African body licenses online casino games.

Our casino review pages keep that distinction visible. Where a licence or a payment claim has not been checked, the page says so rather than guessing.

What to watch

Watch for the licensing regulations themselves, the fee and tax levels, player protection rules and whether any operators announce plans to apply. If the January 2027 target slips, the order will have changed the law without yet changing the market. Gambling carries real risk of loss and is entertainment, not a way to make money.
